You need to explore Fight area and the other ones, and you also need to beat pokemon league

you can get it either by visiting a nintendo event or by cheating.if you want to cheat this is the code:94000130 fcff0000

I had oaks letter, and when I went through the cave, it was really misty, and I had to help a girl get through. She kept talking about 'the pokemon of the flowers'. And at the end of the cave, she ran ahead saying - thanks, im going to see the tablet which the pokemon visit.

Anyone else experienced this?

You have to have oak's letter.

You do nat need Oak's Letter to get to route 224, but you will if you would like to open up the sea path (to get shaymin)... to my understanding, you can only get the letter by visiting a special Nintendo event

Yea you have to see all the local sinnoh pokemons, and you will be able to get the national dex
