i think you shuld check your pcm... if its interminent that means you probably need a new one, my jetta has same problem except i need a new pcm, if yur starter was bad you wuldnt even be able to start it .
It happened for me only when it was cold too, but I've changed the hose that goes from the air filter to the throttle body and now it starts at the first try almost every time.
I had this, but only in cold weather. 2003 petrol 1.6 ohc. Seems to be a combination of water in the petrol, dirty injectors and dirty throttle. chemicals in the petrol for the first two, Isopropyl alcohol and an old toothbrush for the throttle.
