Maybe more ballots are sent to a particular polling area or maybe due to this data a candidate will run more (or less) adds in an area. But, you have to go back to the 1960's (Chicago's famous dead men/women voting for Kennedy) for a significant voter fraud incident to have occuring which likely impacted the result of an election.
