The Seekers stole the tune, and they claimed that it had been written by ? Springfield, their main song writer.

Traditional tunes are borrowed all the time. This even showed up on the old American fantasy series THE TWILIGHT ZONE in the episode "Doomsday for Mr. Denton". It was played very effectively on harmonica and I wondered for years what that beautiful tune was until I found out by accident.

The tune was slightly adapted (AFAIK), and Tom Springfield wrote the lyrics to "The Carnival is Over", he never claimed to be the sole writer of the folk song. As the other poster said, traditional tunes are often lifted.
