@coolfrog23 I might not be the biggest fan of theirs, but I'm sure Devin Townsend did create the band. However, he did hire Jed Simon, Byron Stroud, and Gene Hoglan to be permanent members after the bands 1995 debut album.

@coolfrog23 Devin played most of the instruments on SYL's first album and he hired Byron, Jed and Gene to help him play them live. They became full members of SYL just before the recording of City. Devin was the main songwriter, although the others contributed as well.
