Taking a guess, it looks like something promoting the RKO theater chain, which in 1930 was about 120 houses. If you see a picture of an RKO theater from that time, they have this logo on them. In 1930, the films used the tower saying "A Radio Picture".
Let me guess: December 1930? That's the only reasoning I can think of where using "Jingle Bells" for a theme song is concerned...
