He's not actually evil...before the war he wasat Black Mesa...and he wanted results such to the point that basic safety measures were ignored. So thus caused the resonance cascade. Superportals were created and the Combine were attracted to Earth. They conquered it, and for the sake of humanity Breen had to negotiate and surrender Earth, and he became the administrator of Earth. Unfortunately he was indoctrinated. So he basically had humanity's best interests at heart, but in the wrong way.
