I've seen it- my friends and I have eaten out of dumpsters for years ('freegans'), we never found anything inedible and none of us were ever sick. We used to go on a sunday night, and no- 95% of bins aren't locked or guarded. About half to 3/4 of our food came from dumpsters and we often gave a box full to other sharehouses. Coles dumps the most, head for them!
This is not about food in the bin. It's about lazy company policy. It's about having someone sort through the food, separating good from bad, so that only the rotten stuff is thrown out. Would you throw out a box of eggs if you cracked one on the way home? Would you throw out 11 good eggs?

That whole bin of food could have been donated, but what did they do? They threw it all out. Think of how many people they could feed with all that.
