Vegeta is very weak twice in the series imo. When Freiza comes to Earth, he's very weak, but so is everyone else except Goku and the new Trunks. And weak again in the Buu arcs, where he's completely outmatched by Buu, Goku, Gotenks, and Gohan.
The AMV just show differents moments of the serie were Vegeta is clearly weaker than other warriors of DBZ, i never didnt say Vegeta has been always weak, in fact Vegeta is one of my fav chars of DB and this AMV is dedicated to him, for his hard work to be the best ;). As i said its just some random moments in the serie, so dont be so rude ;).
