The reason someone would say the towers would collapse before the fact is not so much because steel structures had done so before due to fires (though a couple may have), but because in the aftermath of the 1st WTC attack, many engineers concluded that due to the construction methods involved, similar bombs in upper floors would indeed cause a pancaking collapse. Down low, the first attack hit at the strongest part of the buildings. A CNBC Geraldo show guest noted this long prior to 911.

Actually he told them that he was told the tower was about to collapse, and that it did before he could exit the building he was in, and that the collapse trapped him in that building for 10-15 minutes.

At 9:37 a.m., an occupant on the 105th floor of the South Tower reported that floors beneath him "in the 90-something floor" had collapsed.

That's over 20 minutes prior to the actual collapse. If Giuliani was in on it, he'd be out of there at the first sign of internal instability.
