The song, "All for the Best," finds its inspiration from the Book of Job, which may be subtitled, "When bad things happen to good people." It is a sad, but ancient truth. It also offers a simplistic view of Jesus' parables about being blessed in the after-life. But then Godspell is really a child-like, joyful piece of musical theatre where jadedness has no place.

Monarchs, politicians, etc. He's making it clear that those not on top are to be unhappy. Jesus' contrast is saying that one should not feel that way because it will all pay off.
