You do know the bike is a waste of time right? You run at the same speed as you bike.

It is required to get through the bicycle road. Also, Running shoes move at 150% speed, the bike at 200% (In R/S/E and D/P/Pt, it can also be at 400% speed)

There are 2 ways to get to Fuschia, not 1. And besides, the total amount of time you'd save riding a bike is less than the amount of time it took to talk to the man for the voucher then go to Cerulean to get the bike.
