I do remember it having bruce wayne and the word secret in the title but the synopsis is that dr hugo strange learns that bruce wayne is batman through a machine that can record thoughts and memories and he tries to sell the recording to the highest bidder between the joker, two face and penguin.

I don't think they are working together. If I recall this episode correctly Hugo Strange finds out Batman's secret identity and attempts to sell the information to the highest bidder. The scene in the clip is from the auction, and the reason its being attended by Joker, Two-Face and Penguin is probably because they are the quintessential gangster bosses among Batman's rogue's gallery. So its probably not that huge of a coincidence. After all, there are a LOT of bosses in Arkham City
