Sure, if you completely fix a market by subsidizing the heck out of one product and taxing the hell out of another there will be a shift in the dominant service customers use.

I want no tax on CO2 because I don't have the money to pay what I fart and breath. The tax will only pass on poor general public instead of big company such as BP. R&D is the focus. Look at our tax system, no tax dollars are really in a good use. I am pretty sure most US people will agree with me in that. How can you trust a government like that today if they can't balance it's check book? Taxing is not going to solve the problems.
