You have to use mod-installer on desktop, then in-game you press "Modifications" then select the mod, then load. ^^

first extract the zip then put London mod.e3mod in C:\Program Files\Strategy First\mods

wrong, you have to first extract it to a folder on the computer, then to get it into the game you have too install the mod with the mod-installer, put to get the installer you first have to upgrade the game to the latest version
