I don't think it's being pushed by wind, or people. I think there is some sort of a motor or rotary device inside the thing. That particular design is known as a "Theo Jensen Walker." It's a really simple concept that is based around setting the leg actuators at different angles on a main wheel so as to correctly offset their phase in the gait.

I saw a bio on the man who makes these, they are "living" creatures that run entirely on wind power. They bottle it and use to it propel its legs. They entire thing is a labyrinth of PVC piping. It does look like it's being pushed this time, must be because there no wind and he's showing them at a show or something. He's made dozens of them and he lets them roam free on the beach, it even has a water detector on the bottom that helps it avoid drowning itself.
