I was happily reading along using my own copy of the constitution until you got to the "Implied Powers/Elastic powers" on your list. That one wasn't in my copy. Instead, mine says "To make all Laws which shall be necessary and proper for carrying into Execution the FOREGOING powers (that means the ones you just listed), and all OTHER powers VESTED BY THIS CONSTITUTION in the Government..." Apparently, mine implies that all powers need to be enumerated. Go figure, huh.

I have to disagree with you on the National Guard being the militias. Once the National Guard was federalized they are no longer a militia. Militias are ultimately controlled by the governors and sheriffs, not the Federal government. Militias were separate from the "regulars", because the militias are "The People" and were a check for the Regulars. This kept the Federal government from using the Regular Army from controlling The People.
