They are basically an Islamic military group whose ideals are to govern the afghan people through their strict interpretations of the koran. When locals want civil war, we can't stop them. If the war is triggered by foreign forces, we don't call it civil war. We call it something else. Without internal commitments and agreements of the locals, they'll not unify for their own protection. It is not our soldiers' or Taliban's but their locals' capability to reach protecting themselves. They fight US successfully, they can no doubt fight Taliban. It's the locals who can push or stop their own civil war and avoid eliminations.
