a 747 is able to land and take off at St Maarten because the aircraft never takes off or lands with full fuel. 747 usually make a stopover somewhere. When taking off without full fuel, the jet's takeoff speed is less so that the jet can takeoff in a much shorter length of runway

None of this is true. Length needed has too many variables like weight of aircraft, amount of auto breaking and reverse thrust, runway condition, engine type, etc. Your facts probably come from a fully loaded 747. The 747's at st. maarten aren't fully fueled.

You are wrong. They do not have a full tank of fuel and therefore need less runway. KLM stops in Curacao and fills up before crossing the Atlantic.
