What a foolish Torontonian thing to do. Do you think you might want to contact someone to find out if the peddle car is allowed on the roadway , before you peddle it up or down a public road? NO?  The Highway Traffic Act wouldn't allow such a contraption , and it obviously wasn't : certified , plated , properly registered or insured & didn't meet the description of a bike because of it's size/weight. Dumb thing to do - and multiple fines should have been enforced upon the actual owner.
