Why is this something to be desired? When I attended HS in Fairfax Co, the grading scale was even tighter than the current one (i.e., B was 87-93, C 80-86, instead of 84-93 and 74-83, respectively). It was understood that C meant "Satisfactory" and B, "Good", with A being "Excellent".
