I think Tennant is probably the second best to Baker following him are Troughton and McCoy, both of the latter two are very similar. Baker was the best because he could be everything the Doctor could be and often in the same episode, and like i said, the only one i've seen who's come close is Tennant.

with David tennant it lacks gimmicks all he has is converse trainers with the name covered up and patch and sonic screwdriver, Tom Baker had the trademark scarf nothing can top that plus Jelly Babies, yo yo, and lots of alien gadgets in his pocket, I think David is blander than Peter Davison.
