There were too many police units from too many agencies involved. One agency needed to conduct the pursuit. Someone needed to be in charge and instruct the other agencies to drop out. Communication and cooperation suffer when police agencies fail to implement clear authority of which agency is in command. The officer behind the wheel in each instance permitted him/herself to get too close to the truck. The speed & turn radius of the police unit is superior to the truck. The training of a police officer is superior to a teenager. An officer is trained to react to the unexpected. How much of these advantages occurred? 1 car is all ;)
