While there is no regulation or law prohibiting renting 4 adjacent, interconnected apartments with regulated rents, the apartments must be used as Mr. and Ms. Rangel's primary residence and not just a mail drop. Furthermore, renters of rent-regulated apartments with total resident family incomes of over $200,000 lose rent-regulation eligibility on the basis of income.
However, the landlord must present that case to a NYC or NY state regulatory authority or housing court. The Olnick ownership group is understandably hesitant to out a politician with influence over other agencies which regulates its activities.
That being said, Mr. Rangel's advocacy of rent regulation is a remarkable example of self-dealing. The total cost to the Olnick group and past owners may be in the hundreds of thousands, but the loss to the street New Yorker is those apartments (and others) tied up by people who would otherwise not use them according to law, or by those in apartments larger than what they need.

Rent control, as currently administered, is a boondoggle.
It needs to be discontinued. There a lots of studies to prove this is the case.
Why do all the other major cities in the country have plenty of rental stock, but our supply in NYC is too small?
The answer: rent control and onerous laws that make it too hard to build and/or refurbish buildings.
If rent control is so great, why is NYC one of the most expensive cities in the country to live in?

The laws in NYC about Rent Stabilized apartments say that you have to make $200,000 or less... so he's WAAAAAAAAAAAAAY over the limit!
Under the law he would not lose the apartments but he would lose the Rent Stabilized status - which means he would have to pay market value for them. Considering how the NYC real estate market is still exploding, he's going to have to pay MUCH more for them.

Let us all not forget that this con artist is also against school choice. I remember back when al gore ran for President , during the dem primary , a debate was held somewhere in harlem. I don't recall who the others that were runing for the dem ticket , but i do remember the issue of school choice was brought up. It got a HUGE round of applause. This story came out on Thursday/Friday last week. Over the weekend, Rangel tried to say it's ok because he pays rent.
So what if he's paying the rent? Those apartments are rent controlled/stabilized for people on the bottom of the economic ladder, not some well to do congressputz.
Another brilliant social program that does nothing to help the people they claim to champion.
