I don't agree with what the cops did, but there seems to be a question whether the protester(s) were on private property or public property. The officer seems to be pointing out a boundary between public property and private property and I'm sorry folks, if you're on private property without permission of the landowner, especially digging a garden in it or whatever, the landowner is going to run you off him or herself, or call the police. Nobody has the right to encroach other people's rights.

Tazzers are not to be used for mind control, ride herd on, torture,ect. They are issued as a alternative to deadly force when that is deemed to be needed. First: If this is public property I could see this being wrong, but if it is private property and this person is protesting property owners can have the person arrested for Trespassing. If it is U.S. Private Property the same thing can happen. You do have the right to protest but you can get arrested for trespassing. Tazzers are not to be used for mind control, ride herd on, torture,ect. They are issued as a alternative to deadly force when that is deemed to be needed. That means the person being tazzed must be threatening deadly force or rushing the cop. This is much like the cases of police shooting people as they run away just because they could. That practice was outlawed decades ago. The way tazzers are being used is torture and illegal. They are also using them to silence the suspect.
