During The E3 Presentation, While Half Life 2 was in its beta stages, Valve Showed off the new source engine. it had a Camera system that was demonstrated at a headcrab that could be altered and played in real time broadcating from one place and filming from another. those boxes with breen, kliner, etc, are just for the devolpers to use. for example you should see breen broadcasting messages throughout the game i gaurentee if you go out of the map you will see breen in a dark room talking.

Do you have any idea how valve makes thier "tv" broadcasts in the game? They have the actor (in this case the advisor) in a small box outside the playable area with a camera watching it. they Then give the actor a "script"

(the animation, the audio, etc.) and after a certain trigger is reached the script is enabled.
