The water wasn't even hot or those ice pellets would have melted. Any water will cause steam if it's warmer than the air temp. You notice that the air temp wasn't nearly cold enough to turn water into ice in 2 seconds.

The boiling water is insulated within the mug before hitting the air... it's first reaction is to become steam.. but since the boiling water's molecules are further apart.. it allows the water to be subject to the cold much more quickly.. thus making all of this possible.
