Good point...you are right, this is verse 24 of Vijnanabhairava. Maybe he means all scriptures from Shiva are Shiva Sutras, yet he should reference what text he is reading from.

Why is this called SHIVA SUTRAS when it's 'officially' known as Vijnanabhairava Tantra? Shiva Sutras usually refers to the Vasugupta text of 77 aphorisms.
