I think the Arizona Law cannot pass the 4th Amendment test unless in each instance there is probable cause to ask any person for documents. In the end, the Arizona law will be unenforceable because we cannot anticipate allowing police officers to assess probable cause in potentially tens of thousands of opportunistic searches. Because if we did allow that, we would become "Nazi Like".
