I think he's referring to the Digitech Whammy pedal. It's a pitch-shifting pedal that has built-in pitch-shifting functions meant to resemble whammy-bar effects, like dive bombs. As such, "whammy pedal" can be used as a general term for pitch shifting stompboxes. I suppose he could be using some kind of wah or filter to weed out certain frequencies, but it sounds more like he's using a pitch shifter, e.g. a boss super-shifter/harmonizer.

You're all wrong...it's called a Digitech Whammy Pedal. It changes pitch with a pedal. There's no wah, no vocoder. Sounds like he has another pitch shifter or harmonizer going with the Whammy Pedal during the chorus, but during the verse, that's all Whammy Pedal.
