Reading Joe's handbook will inform you that everyone can remote view BUT only about one HALF of ONE percent (0.005%) have the talent of McMoneagle caliber.

This is probably consistent with other human abilities. Not everyone can be Lance Armstrong! But lot of people can ride a bike!
