@bitchasswolfboy he senses imminent danger. when hobgoblin is unmasked and with felicia he isn't intending to do immediate harm to someone, therefore he's not an imminent danger, therefore he doesn't set off peter's spider sense. a similar example is whenever peter encountered kingpin before he knew he was kingpin. Whenever Fisk interacted with parker, he wasn't on the verge of attacking him or anyone else, which is why peter could never sense Fisk as a threat until he caught him in the act
