That Pittman-Robertson Act stuff is interesting. I read about it a long time ago and forgot about it. Our county is considering developing a public range. Quite frankly, the prospects for shooters sucks around here. Either you have to pay absurd amounts to practice at a restrictive private ranges, or travel long distance to get onto public land... With everyone crapping places up, the fed is going to close them down.
