No tricks to it. You have to play slowly, perfectly, and frequenly, building up speed little by little. No quick way around it. It takes years to build that kind of technique.
Almost anyone with dilligence and patience can get there. Not always quite as fast, but fast enough to expand your musical vocabulary.
Try watching some Rik Morosini clips. he does Blue by Malmsteen, sweet FIRE playing. Rik played with Barry Sparks as well by Barry joined malmsteen. george is cool, ya the choice of notes sometimes is not my cup of tea, but hey, he's a great player.

Hey... George's tone is so much cleaner than Yngwie's. I e-mailed George to ask him how he sets his amps up and he sets his gain at 4.5 unlike most shredders who use a full 10 gain setting. I'm a huge fan of both Yngwie and George and I hear a HUGE difference in tone. It's like night and day to me. I find George's tone cleaner sounding, and Yngwie has more of a sweet distortion sound. I enjoy both of their tones equally. Cheers...
