he used his power and life to push back the water and save the town and he became the...uh...soul dew but he never died cause in the end you see him latias and their dad the bigger latios

Actually he was weakened from Annie and Oakleigh, and when he used his power with Latias he destroyed his body and decided to become the new Soul dew to protect Altomare and his sister indefinitely. At the end it was a bunch of random Latias/Latios, since Latias and Latios aren't legnedary pokemon, just really hard to find (they aren't even rare...)
