It's a mod, and without one, you can't make people fly (at least not in this way)

yeah if u make your own arrows in the arcane university use black soul gems you can make really good bows and swords and blunt items so everything u make yourself in the arcane university is probably the best stuff you can get out of the game remember you need black soul gem to make very good weapons
