@sabiegurl - First we need to know how you have been trying to teach your bird. They only learn if they hear something repeated often enough to know exactly how it sounds. Usually you have to repeat it hundreds of times.

@sabiegurl Some budgies won't ever talk, one of mine only chirps absentmindedly. You need to make sure your bird first is comfortable where it is and you teach it how to talk by repeating words with the same tone soon they'll want to sound like their "Flock" and start attempting, when they do make it sound like the words or mumble it, praise it, reward it, repeat it the word again. Mine learned how to say "I love you" By having my family say it around him, too. c: Hope this helps.

@Gazuntiteable i have four myself, 2 males, 2 females. they all talk up a storm. its hysterical. its hard to the untrained ear to know when a budgie is speaking though because they speak very fast and are extremely random. it sounds somewhat like a radio with the tuner knob being turned. you just have to acknowledge them the whole time you are in the room with them,talk to them constantly. they learn quicker when you include them then praise them when they repeat your word or words.

My bird loves my dad's beard, so he'll sing to it, and will go on and at least mimic the tone of "I love you" "Pretty bird" and "Bird bird bird", because sometimes if he gets all excited, I go "Hi bird bird bird" He also loves imitating his laugh. It's adorable, sometimes our other one will hear him sing it, so then she'll copy him from copying us. And whenever we spread our arms open, he sings. Oh gosh, I wish I could record it. I think that when they're separated and when you interact directly with them for awhile, they'll learn to trust you.. My first budgie, took about a week to let me put my hand in to refill his food without freaking out.. after 2 weeks, he let me touch his feet, and 2.5, he let me touch his tummy, eventually sitting on my finger with more time. It's a process that takes awhile if they aren't handfed or grew up without much human interaction.

If you wanted to interact with your parakeet, you should have bought one, because the bird would only have you to pay attention to. when you have two parakeets, they pay attention to each other, and wont want to be bothered by you.
