This is a scene from the 1951 movie adaption of "Quo vadis", a novel by the Polish writer Henryk Sienkiewicz. This movie adaption changed the novel's love story so much, that it's not even funny, and that's irritating. However, Peter Ustinov was great as the twisted emperor Nero. It's him you can see singing in this scene. I don't know what language this clip is in though.
How very interesting, May i suggest the band Quo Vadis, you wont like them, but if you're musical you will hear how the amazing drumming emphasizes the guitars wicked heavy metal riffs.

BTW Read Sienkiewicz book - is great, better than any movie adaptation.
