Technically no, but it depends on the peak hours. Non-peak, you don't see many people doing it. However, at peak MRT stations (Orchard) and timeslots, people do remember to stand on the left side.
Thus far, the only ones I've ever seen disobeying the 'code' during those slots is the 'aunties' and 'uncles' of Singapore, aged around their late 50s. These people seemingly don't know the rules around the escalator.

They are encourage to keep to the left side of the escalator. You will everyone following this during different timeslot. That's weird right?
Like during peak hours, people will automatically stand on the left, allowing passengers who rushing to use the right side.
