substandard or even below substandard material used so they cud pocket the rest of the money..

thats why all roads and bridges have potholes with the slightest showers..

thats why they wud never investigate and just blame it on the weather.. or heavy traffic.. n blah blah...

They should first find out what was the cause, and make sure it doesn't happen again. Then round up all the people responsible, line them up against the wall and shoot them.
