In some countries you have to pay a yearly fee to get a licence to be allowed to watch TV. It sounds rubbish bit in practice it pays for superior quality TV. For instance, here in the UK we pay £135 (~$250) a year and that money goes to the BBC. Just BBC 1 and 2 get around 70% of the audience share so you really get your moneys worth.

Here in the UK everyone needs to get a TV license to legally watch TV, regardless if they have cable or satellite. I think it's all due to the BBC not being a channel that has advertisements to pay them for producing the service, so everyone has to pay for the service by having a TV license. If you don't have a TV license you will get fined here.
