I make my own cosmetics/soaps, and they always suggest using purified water (you can get it in a drug store, they use it in hospital to rinse medical tools...etc.), because tap water or filtered water contains bacteria and impurities. If made with tap water you will most likely to have the solution that will grow mold sooner than using purified water that is clean of any bacteria or impurities.
@Makeupforever12 u could use some antibacterial gel or liquid form, that does the same and is much easier to find. Plus, where i live u can't bye pure alcohol(or even something close to that)

you arent suppose to swish it around in the solution, only dip it.. bc now ur solution is dirty and contaminated and u dip the brushes into the dirty water.. know what i mean? You arent really sanitizing them

Because cleansing takes five to ten minutes to dry, washing them with shampoo and conditioner takes hours.
I know Mac brush cleanser only takes five minutes to dry, so you can use the brush right after you clean it to avoid spreading bacteria.
Depending on how you use it, you could use it for deep cleaning or spot cleaning, as said in the comments below.

how long does it take for the brush to dry?

Not long you want to make sure you rinse them out good and it should take about 20min depending on how thick the brush is:)
