This is the problem with San Jose, they don't zone their neighborhoods... so you have dogs sleeping with cats, pigs in the bike lanes, squirrels showing their nuts to everyone - it's out of control down there. I never go further south than Palo Alto for this reason.

From the way it was acting, it's probably somebody's pet. It would be a bitch trying to transport it on a bike, though. I would've ended up hanging out with it :)
