She was the PM, last time I checked they never get an easy ride. This joke could have been done in 1994, 2003, 2009, it would have been the same joke.
No doubt Fry & Laurie had bias and some sketches show this much better. For one the Britain they grew up in was being demolished (the Urine & Vomit monologue). Also I think you'll find 18 years of one-party rule gave him the easy ride, something Cameron is enjoying right now.

Either way, they didn't make the sketch at that point. They made it then. I can think of countless big name comedians, on the BBC and elsewhere, ripping Thatcher non-stop.
