This is one of the reason why you cannot compare legal grow facilities like there are in the US and illegal grow op like in the Netherlands..

Plus, police knows who run the coffeshop as the shop is legal in itself, so it's very hard for the coffeshop tender and it's dealer/grower not to get caught when they're making their business !

Well not really, its legal to smoke outside at the coffeeshop if they offer a terrace.

Else its frowned upon but most of the time allowed, they can ask you to put it out (I got asked for a few puffs sometimes...) but thats if they are in a pissed off mood.
