you can beat up civvilians, just not with regular attacks, throw a car at a civvilian and they either run or or laying there in need of you taking them to the hospital(an easy way to alter suit allignment), on a more extreme level(not literally level I mean a higher extent), throw a car at a police officer, they die, and you get points
