Furthermore, since Leo is a prominent mafia figure, he wouldn't have to move with regards to his status - if someone tried any funny business, they'd be dead soon.

And people wouldn't have no reason to antagonise Leo, anyways. True, there was some sort of tension going on between the mafia families in Empire Bay, however it wasn't as serious then.

@MrAwesome667 Luca told the Vinci consigliere, Leo about the involvement of the Falcone's in the narcotics trade, so as to turn the Vinci's against them, seeing as how Don Vinci is a firm traditionalist. This was at Leo's place in Highbrook, and was sometime during the 40s segment of the game, because in the Joe's Adventures DLC final scene, the Falcone caporegime, Rocco attempts to warn Joe about Carlo's newfound involvement with regards to narcotics operations. Vinci wasn't aware of this.
