Actually its not ridiculous, its a matter of what is practical. Imagine all the locked out going compartments and the number of keys the postal carriers would have to have. In a perfect would one key would open all of them but then what happens when someone gets a copy of that key, and if it was a perfect world you would not need to lock your mailbox in the first place.
I don't see why locking mailboxes don't protect your outgoing mail, it's ridiculous
