yea u can. You have to start by flirting with morrigan before you come across Leliana. Get her approval as high as u can(try starting a romance with her) then get Leliana and go to the party camp. Talk to Morrigan, if she asks you too join her in her tent say yes. Then gently brake it off with her by saying somthing about it being a 1 time thing then start working on Leliana.

Andraste's Grace, the flower, is easy to find! :) It is in near the Windmill where a Knight is standing, in the city of the Earl Eamon. You see it near three trees where on of them is taller (landmark tree or something). GIving this to Leliana is really useful.

Also, even if in a romantic relationship at 100, you have to complete her personal sidequest before she invites you to her tent.

That's because you're supposed to develop an actual relationship with her. You have to actually TALK TO HER and gain approval through her admiring you. You can't whore her with gifts, skip all her conversations and expect to get laid. You have to listen to her is key.
