What about India and Pakistan who have not signed NNPT? Pakistan which has its own instability and shares a border with an Afghanistan at war. India signed a deal with the USA during the Bush administration that would have the USA help and build nuclear power plants in India. Iran signed the NNPT. NO credible agency which includes the US NIE and IAEA says that Iran is doing anything more than nuclear power and medical isotopes. The former head of the IAEA Mohamed ElBaradei even said he would quit if Iran was attacked.

Israel has nuclear weapons. Israel has NOT signed NNPT. Israel receives massive foreign aid from the USA. The USA under its own laws says no country which possess nuclear weapons and has not signed NNPT can receive any form of aid from the USA.
